The Internet registry ICANN has issued a warning to the .top administrator .TOP Registry based in Nanjing Jiangsu (China). According to a letter dated July 16, 2024, .top is alleged to have committed four violations of the Registry Agreement, namely non-compliance with the Uniform Rapid Suspension System (URS) regulations, failure to provide a contact for malicious conduct reports within the .top namespace, failure to confirm receipt of a malicious conduct report and non-compliance with the DNS Abuse Mitigation Policy; .top is also alleged to have failed to pay the fees owed on time. The warning has caused quite a stir, as there are currently over 3.2 million domains registered under .top, making it the fourth most popular nTLD in the world. However, it seems to make work easier for cybercriminals; ICANN says that URS decisions are being ignored and that only 32 percent of the domains reported have been suspended. The .TOP registry has until August 15, 2024 to remedy the violations. If the request is not complied with, the registry agreement may be terminated without notice. However, .top domain holders need not fear losing their domains, as a successor registry would take over in the event of such a termination.
